A prominent associate of Luiz Inácio Lula da Silva, Genro was one of the most important leaders of the Workers' Party (PT) in the 2000s. Ocupó el cargo de gobernador del estado de Río Grande del Sur. Anteriormente fue dos veces alcalde de Porto Alegre y durante el gobierno de Luiz Inácio Lula da Silva, desempeñó el cargo de Ministro de Educación, Relaciones Institucionales y Ministro de Justicia de Brasil. Il fut membre de l'équipe travailliste qui a régné sur Porto Alegre, et en était le maire à l'époque du Forum social mondial. Foi o primeiro governador daquele estado a ser eleito em primeiro turno, desde o advento da eleição em dois turnos. Foi candidato à reeleição em 2014, mas acabou sendo derrotado pelo peemedebista José Ivo Sartori que obteve 61,27% dos votos válidos, no segundo turno.
