Walter Ullmann FBA (29 November 1910 – 18 January 1983) was an Austrian-Jewish scholar who left Austria in the 1930s and settled in the United Kingdom, where he became a naturalised citizen. He was a recognised authority on medieval political thought, and in particular legal theory, an area in which he published prolifically.

November 1910 in Pulkau, Österreich-Ungarn; † 18. Jänner 1983 in Cambridge) war ein britischer Historiker österreichischer Herkunft. Walter Ullmann war ein Sohn des Arztes Rudolf Ullmann und der Leopoldine Apfelthaler. Er besuchte das altsprachliche Gymnasium in Horn und begann nach der Matura ein Studium der Rechtswissenschaft in Wien und Innsbruck. 1934 promovierte er in Innsbruck. Anschließend war er mehrere Jahre am Gericht in Korneuburg tätig. Der Anschluss Österreichs Anfang 1938 verhinderte seine Habilitation mit dem Titel Das Wesen der strafbaren Schuld. Da einer seiner Großväter Jude war, floh Ullmann im März 1938 nach England. Er erhielt eine Stelle als Lehrkraft an einer katholischen Internatsschule in Leicestershire. 1940 meldete er sich als Kriegsfreiwill (de)
